Cummings, I realized I have been fighting the same battle my whole life. When choosing the direction for my future, I have often accepted jobs based on a compromise between my own dreams and what others thought my dreams should be. This, of course, has led to an unfulfilling career.

Looking back, I always knew that I wanted to work in public service; but I also knew my staunchly conservative father would not be pleased. To him, the government is too big, too intrusive and too wasteful. I see things differently. And yet, his approval means a lot to me and his opinion has certainly influenced my the direction of my career. But I have finally come to understand that I must pursue my own path. After careful deliberation, I am confident that public service is, without a doubt, the right career for me.

Ever since my childhood I have detected in myself a certain compassion and innate desire to help others. I was the kid that dragged in every stray cat or dog I came across—and I still do. When I was eight years old, I rescued a rat from my sister’s psychology lab and brought her home. I even coaxed my father into taking Alice—I called her Alice—to the vet when she became ill. But aside from my humanitarian kindness to animals, as a child I learned first-hand about America’s need to reform and improve medical care. I spent years of my childhood on crutches and in hospitals because of a tumor that hindered the growth of my leg. Without adequate health insurance and proper care, I might still be on crutches, but I was fortunate. Today, as a public servant, I still desire to help others who are not so fortunate. Providing health care to 44 million uninsured Americans, while keeping insurance affordable, is one of the most difficult challenges facing policymakers. I want to work in state or local government to resolve this health care crisis and ensure that the disadvantaged get the care they need and deserve.

In order to succeed in my endeavors toward public service, I now realize that a master’s degree in public policy is essential. But when I graduated from college in 1990, I didn’t know how to continue my education, only that I should. For a while, I considered such options as law school or international relations, but I always returned to my desire to impact public life. My career in public policy began as a legislative assistant at the American Legislative Exchange Council (ALEC), a non-profit educational organization that couples voices from the state legislature and the private sector to work on salient policy issues. My enthusiasm for ALEC’s mission was evident, as I quickly moved up from legislative assistant to the director of two task forces. As manager of ALEC’s task force on federalism and its tax and fiscal policy task force, I explored these issues thoroughly, never quite satiating my appetite for more information and knowledge. I found my integral role in the legislative process to be the most valuable and worthwhile experience I’ve had in my career to date.

Following ALEC, I took a position as a junior lobbyist for the Automotive Parts and Accessories Association (APAA). As a lobbyist, I voiced the APAA’s concern over regulatory and environmental issues affecting the automotive aftermarket. Although I was able to help small automotive parts manufacturers battle the “Big Three” automakers, I quickly realized that being an advocate for the automotive aftermarket was not my calling in life. I wanted to promote policies which had the potential to improve life for the greater public, for I could not see myself spending a lifetime working within an isolated industry.

With that frame of mind, I accepted employment as a policy analyst in the National Federation of Independent Business (NFIB) research department in Washington, D.C. Helping small business owners is a cause close to my heart. For nearly 30 years, my family has owned a barbecue restaurant in the Washington, D.C. area. I’ve worked in the business at several different times, since the age of 14. Because of my involvement in my family’s business, I understand the unique problems facing small business owners. At the NFIB, I valued my contributions because I know small businesses have a huge economic impact on our country and they are unquestionably an important constituency. Nevertheless, I felt uncomfortable working for a special interest group—even for one I deeply cared about.

From my experiences at the APAA and the NFIB, I have learned how I want to shape my future. My goals are now clear: I want to develop and advocate policy decisions that will benefit society as a whole, not just a few influential special interest groups. I want to uncover the objective truth of issues and tackle them in the best interests of the nation, not distort the facts for the benefit of a small group. I know I am able to look beyond partisan politics to solve problems for this country. Because of these unbending desires to reveal truth and to remain committed to fair and equal advancement for all citizens, I think of myself as an ideal candidate for public service.

Additionally, I consider my active interest in politics to aid my pursuit of a career in public policy. I’ve always found my interest in politics exceptional, ever since my college roommates used to tease me for faithfully watching C-SPAN. However, my faith in the political process began to wane as I witnessed sensible public policy proposals torn apart by partisan conflict. I saw advocacy groups distort facts, and provide extreme, over-blown examples, jeopardizing prudent policy decisions. I observed how powerful elected officials, ensnared in their own partisan rancor, would block fair and balanced legislation which offered the most practical solution for their constituents. But I also encountered many thoughtful and wise people who devote their lives to public service. These devoted individuals inspired me. Like them, I want to be actively involved in the design and delivery of essential government services that improve the lives of the citizens in our society today. I am positive that by avoiding partisanship and urging the private industry, the public sector and non-profit groups to collaborate, many difficult problems can be resolved.

In order to be an effective public servant, I recognize the indispensability of an advanced degree. I’ve gained a lot of “real world” experience, but I need more training in the fundamentals of economics and statistics, as well as direction in sharpening my analytical and quantitative skills. I also want to devote time to studying the ethical dimensions of policy decisions. In graduate school, I’ll have the opportunity to truly understand and appreciate the competing interests surrounding so many complex issues like health care reform, environmental protection and economic policy.

I’ve chosen Duke’s public policy program for several reasons. Duke’s program stands out because there is an emphasis on quantitative and analytical skills, which are so critical to policy analysis. As I mentioned, I feel that if I can strengthen my ability to approach problems logically and systematically, I will have succeeded in sharpening skills I consider necessary to succeed in the public realm. And possibly even more importantly, Duke’s program bridges the gap between abstract principles and reality. This interdisciplinary approach is essential for responding to today’s policy problems. I am excited by the possibility of combining the MPP program with the Health Policy Certificate Program. I am particularly interested in studying the problem of reforming state health to reduce the number of uninsured, and I believe Duke’s curriculum will offer me a chance to do just that. From my own research into Duke, I feel confident in my knowledge of the public policy program and its potential to teach me. And after meeting with Helen Ladd, the Director of Graduate Studies, I’m even more convinced that Duke’s program is right for me.

On the road “to be nobody but” myself, I’ve encountered twists and turns, and some detours—it is unquestionably the hardest battle I could fight. However, in the process, I’ve accumulated a tremendous amount of valuable experience and knowledge. My diversity of experience is my biggest asset. Because I can relate a Duke education to concrete examples from my own past, it is the perfect time for me to join the public policy program. I know that my past can be used to prepare myself for the promises of the future. At Duke, I hope to synthesize the two and truly learn what it means to become myself.

Short Essay on Public Service Commission

It is a cardinal principle of Civil Service recruitment that the selections should be made by a specially constituted agency, called a Public Service Commission.

A Public Service Commission, as a rule, has statutory existence and powers, the object being to ensure the integrity and independence of its members.

The members of a Public Service Commission are appointed under special term of tenure, and they can be removed from office under circumstances similar to those of the judges.

The functions of the Public Service Commission are best described in the Constitution of India. It prescribes:

1. The Union and the State Public Service Commission’s shall conduct examinations for appointments to the Union and State Services respectively;

2. To give advice;

(i) On any matter referred to them relating to methods of recruitment to civil services and for civil posts;

(ii) On principles to be followed in making appointments, and in making promotions and transfers from one service to another;

(iii) On all disciplinary matters including petitions on such matters;

(iv) On the claim made by any person that the costs of defending legal proceedings against him for acts done or purporting to be done in the execution of his duty should be borne by the Government;

(v) On any claim for the award of a pension in respect of injuries sustained by a person while serving under the government in a civil capacity and any question as to the amount of any such award.

3. Any other functions as respects service conferred by Parliament in the case of the Union Commission and by the State legislature in the case of State Commission.

Essay # 1. Introduction to Public Service Commission:

The Public Service Commission’s came into existence for the first time in 1926 when the Central Public Service Commission was established under the Government of India Act, 1919. It was renamed as the Federal Public Service Commission after 1st April, 1937, on the introduc­tion of Government of India Act, 1935. This Act had also made a provision for the creation of Provincial Public Service Commissions.

Our present Constitution provides for a Public Service Commission for the Union and a Public Service Commission for each State, but it also provides that if the legislatures of two or more States authorize the Parliament by resolutions, it may establish a Joint Commission for those States.

Moreover, the Union Public Service Commission may also if requested by the Governor of a State agree with the approval of the President to perform the work of a State Commission.

Essay # 2. Composition of the Public Service Commission:

The number of members constituting the Union Public Service Commission or of a Joint Public Service Commission and the conditions of their service are determined by the President of India and in the case of State Public Service Commission by the Governor of the State concerned by regulations.

The authorized strength of UPSC including chairman is 10. At present there are 10 members—9 members and one chairman. There are usually 3 to 4 members of the state commission besides the chairman. The members of UPSC and of the Joint Commission are appointed by the President and those of State Public Service Commission by the Governor.

It has been further provided that one-half of the members of the Commission, Union or State, must have held office for at least ten years either under the Government of India or the Government of a State.

A member holds office for six years or until he attains, in case of the UPSC, the age of 65 years and in the case of State Commission, the age of 60 years, whichever is earlier. The commission has its own staff. Its senior staff comprises one Secretary, one controller examination, one joint secretary, eight deputy secretaries, twenty-eight under-secretaries and one Finance and Accounts Officer.

Essay # 3. Independence of the Public Service Commission:

The Public Service Commission is an independent statutory body constituted under Article 315 (1) of the Constitution of India. In order to emphasize and ensure the independence of State Commission, the Constitution debars its Chairman for further employment either under the Government of India or the Government of a State.

A member other than the Chairman of the Union Commission, is, however, eligible for appointment as chairman in that Commission or of a State Public Service Commission, but for no other Government employment.

The Chairman of a State Public Service Commission is eligible for appointment as the Chairman or as a member of the Union Public Service Commission or as the Chairman of any other State Public Service Commission.

A member of the State Commission is eligible for appointment as the chairman or as a member of the Union Commission or as a chairman of that or any other State Commission.

Second, Article 317 of our Constitution provides that the chairman or a member of a Commis­sion can be removed from office by order of the President on the ground of misbehavior only after the Supreme Court, on a reference being made to it by the President, has on enquiry reported that the chairman or the member should be removed from office.

A chairman or mem­ber would be deemed guilty of misbehavior, if he becomes interested in any Government con­tract or agreement or participates in any way in its profit or in any monetary benefit arising from it otherwise than as a member and in common with the other members of any incorporated company.

The same Article also provides that President may by order remove from office the chairman or any other member of the Public Service Commission, if he is adjudged as an insolvent or engages during his term of office in any paid employment outside the duties of his office or is in his opinion infirm in mind or body.

Third, the conditions of the service of a member cannot be varied to his disadvantage after his appointment and his salary and other emoluments are charged on the Consolidated Fund of India or the State as the case may be and they are not votable by the Parliament or the State legislature concerned.

Essay # 4. Functions of the Public Service Commission:

In the initial stages, the Commissions were created to keep the rascals out—a sort of nega­tive role. However, with the passage of time its role became positive. It hunts for talent. In our country the commissions were so designed that they could not go beyond advisory role. Person­nel development has never been its concern.

The functions of the Commission as prescribed in Article 320 of the Constitution fall into two categories:

(a) Administrative

(b) Advisory.

The administrative functions relate to recruitment to all Civil Services and posts under the Union Government or the State Government by written examination, or/and by interview.

The Advi­sory functions relate to advising the Government on all matters:

(i) Relating to the methods of recruitment, principles to be followed in making appointments to civil services and posts and making promotions and transfers from one service to another;

(ii) All disciplinary matters affect­ing Government employees. About three hundred such cases are referred to it annually;

(iii) Any claim by or in respect of persons who are servants or have served under the government in a civil capacity;

(iv) For reimbursement of any expenses incurred by them in defending legal pro­ceedings instituted against them in respect of their official acts and in any claims for the award of compensation in respect of injuries sustained by Government servants while on duty;

(v) Relating to temporary appointments for periods exceeding one year but not exceeding three years, grant of extension of service and re-employment of certain retired servants. More than 1000 cases of this type are referred to it every year;

(vi) Concerning matters like regularization of appointments;

(vii) Matters referred specifically to it by the President. It is usually obligatory for the Government to consult the Commission in all the above matters. The President can, how­ever, make regulations specifying the matters in which either generally or in any particular circumstances or classes of cases, it shall not be necessary for the government to consult the Commission.

Such regulations have to be placed before the Parliament. Article 321 of the Con­stitution further lays down that an act made by the Parliament may provide for the exercise of additional functions by UPSC in respect of the services of the Union and also in respect of the services of any local authority or other body-corporate constituted by law or any public institu­tion.

A conference of chairmen and members of the Union and State Public Service Commis­sions held in 1977, suggested that the commissions should be vested with appellate jurisdiction as well in all service matters concerning civil servants as in other countries. This will provide security to the government servants who sometimes have a grouse that they did not receive justice at the hands of their departments.

According to Dr. A.R. Kidwai, former Chairman of the UPSC, such a step would eliminate 90% of litigations involving civil services who feel ag­grieved with government decisions and resort to legal course.

Essay # 5. Changes Contemplated in Recruitment by the UPSC and State Commissions:

(i) A new orientation is sought to be given to the recruitment policy in order to remove the impression that the recruitment had an elitist basis. Hence other things being equal, prefer­ence should be given to the candidates coming from rural and backward areas and those belong­ing to minority communities and to poor families.

(ii) The Union Home Minister should commend to the Chief Minister, the policy of judg­ing candidates on the basis of intrinsic merit and potentiality rather than on the basis of their articulation and sophisticated manners.

(iii) The Commission should open more centres and organize opportunities for all candi­dates to appear in simple, objective type tests in order to assess effectively their intrinsic merit and potentiality.

(iv) The merit examination scheme may be revived so that examinations in various disci­plines may be organised on the pattern of Britain’s Open University method which enable the candidates to prepare themselves without attending educational institutions. Thus the system would replace the current insistence on degrees as minimum qualification.

Essay # 6. Annual Report of the Commission (A.R.C.):

The Constitution provides that it is the duty of the Union Public Service Commission and the State Public Service Commission to present annually to the President or the Governor as the case may be report of its work.

Immediately after the receipt of such a report, the President or the Governor is required to lay it before each House of Parliament or the State legislature together with a memorandum of the cases where the advice of the Commission was not accepted and reasons for such non-acceptance.

It may be remembered that though technically the selec­tion of candidates by the Public Service Commission is only in the nature of recommendation to the government which is free to accept or reject; yet the advice of the Commission is as a rule accepted by the Government and the number of cases in which the Commission’s advice is not accepted is really negligible.

The Commission in its 10th report presented to the Parliament on December 21, 1960, regretted that irregular appointments and delayed references to the Com­mission by government continued to occur despite its comments on these practices in the earlier reports.

The Commission cited various instances of irregular appointments and delayed refer­ences to it and said that though the UPSC (Exemption from Consultation) Regulations of 1958 exempted the government from consulting the Commission in respect of temporary or officiating appointments not exceeding one year duration, yet they provided that such appointments should be reported to the Commission as soon as they have been made.

But the Commission regretted that the cases continue to occur not only where consultation with it had been inordinately de­layed but where appointments made were irregular from the beginning.

In a recent report, it resented the Central Government’s action of keeping the recruitment of certain categories of technocrats outside the purview of the U.P.S.C. It expressed annoyance over the ad hoc appointments made by the government departments, on temporary basis. Such attempts on the part of the government curb the powers of the Public Service Commissions.

Essay # 7. Earlier A.R.C.’s Recommendations on the Reform of the Public Service Commission:

The A.R.C. made certain recommendations regarding the composition and powers of the U.P.S.C. and State Public Service Commissions to ensure their independent character and effi­cient mode of working.

Its main recommendations are as follows:

I. (i) In appointing members of State Public Service Commission the Governor should consult the Chairman of the U.P.S.C. and also the Chairman of the State Public Service Com­mission. The latter may be consulted regarding appointment of his successor,

(ii) In appointing members of the U.P.S.C. the Chairman of the U.P.S.C should be consulted (even when the appointment deals with his own successor),

(iii) Not less than 2/3rds of the members of the U.P.S.C should be drawn from among the Chairman and Members of the State P.S.Cs.

(iv) At least one of the members of a State P.S.C. should belong to a different state,

(v) The minimum academic qualifications for a member of the commission should be a graduate,

(vi) A member selected out of government officials should have held such an office for at least ten years. Only secretary or head of a department or person holding a post equivalent to this rank or a compa­rable post in the Institution of higher education should be eligible,

(vii) Members selected from non-officials should have practiced at least for 10 years in any recognized profession, viz., Law, Medicine, Engineering, Science, Technology, Accountancy or Administration.

II. (i) The commission should be consulted by the Government before keeping certain matters regarding consultation with it beyond its purview.

(ii) The U.P.S.C. should be associated with the selection of personnel and their promotion within the quasi-government bodies entirely or substantially financed by government.

(iii) In all cases, the U.P.S.C. should develop an adequate system of reporting and inspec­tion in order to ensure that at least minimum standards are maintained in selection and promo­tions which fell short of such minimum standard.

(iv) State Public Service Commissions should be equipped with similar powers over quasi- government institutions falling within the jurisdiction of their respective State Governments.

(v) Research cells should be set up in the P.S.Cs. to appraise the effectiveness of recruit­ment by follow-up studies and to analyze trends in the skill market and in the educational sphere and to provide data for determining the recruitment policies.

Essay # 8. A.R.C.’s Recommendations (2008):

The ARC has asked the government to test civil services aspirants in first one or two general studies papers at the civil service Preliminary examination and scrap two dozen optional papers. In fact, in February 2008 the UPSC had handed over its proposals for changes in the Civil Services Examination. A key proposal of the UPSC was to replace the civil services ex­amination with an aptitude test (CSAT).

The UPSC was of the view that CSAT would enable them to choose civil servants with the necessary aptitude but also end the use of sealing system. The Department of Personnel and Training had passed on the proposal to the ARC for its views. The ARC has supported the demand for scrapping the 23 optional papers. Instead it has recom­mended to test the candidates knowledge in one of two general studies papers.

It helps UPSC office Jo cut down the time taken to evaluate the performance of approxi­mately two lakhs aspirants for the highest civil job. Presently the entire selection process takes about a year. If these recommendation are accepted the candidates will have to prepare only General Studies and not divide their concentration by preparing an optional subject as well as General studies.

Essay # 9. Early Recommendations of A.R.C. regarding Recruitment System :

The Administrative Reforms Commission also found faults with our recruitment policy and procedures and made following recommendations to remove their defects:

(i) There should be a single combined competitive examination to the all-India and non­technical Central Class I services, the candidates may indicate their order of preferences for such services.

(ii) Since the basic qualifications and the mental calibre of the candidates is the same, it is rather artificial to create, right at the start of the careers of these officers, a permanent hiatus between the I.A.S./I.F.S. on the one hand and all the Central services on the other.

Such a hiatus produces unhealthy psychological reactions in all concerned. The choice of service should there­fore be left to the personal preferences of the candidates. Re-allocation from one service to another would be possible if latter experience indicates that necessity.

(iii) The age limit for the entrance to the competitive examination may be raised from 24 to 26 years. This is to attract more mature persons to the civil services.

(iv) The First Class Graduates are kept away from the competitive examinations. Hence special methods will have to be devised to attract them towards the civil service. A special test for all 1st class Graduates or Post-Graduates should be held.

This special test should comprise a written test of a non-academic type followed by an oral test conducted by a Surveying Board. However, final selection should be made by the Union Public Service Commission.

Some of these recommendations of ARC have since been accepted by the Government of India. To accommodate students from the rural background maximum age was raised from 24 to 26 years in 1972 and at a later stage to 28 (1979) and again since 1986 reduced to 26 now raise to 28.

The number of papers for all services is the same and marks for viva also the same. Obviously IAS and IPS can no longer claim superiority over other services and thus hurt the ego of non IAS Central services. The rest of the recommendations also are worth consider­ation.

In pursuance of Satish Chandra Committee Report, 1989, an Easy paper carrying 200 marks has been introduced w.e.f. 1994 examination and the marks for the personality test were increased from 250 to 300. The maximum age limit was increased to 30 years by the Vajpayee Government.

On July 19, 2000 the Union Public Service Commission appointed a nine member committee headed by well-known economist Prof. Y.K. Alagh to examine the present scheme of civil service examination and recommend changes.

The Alagh committee which submitted its report on October 22, 2001 to the chairman, UPSC, appreciated the recruitment system for the higher services but pointed out certain lacunae of the system and gave suggestions for improvement.

(a) The social cost of the examination was found to be highly excessive.

(b) Interviews based personality test system requires replacement by more elaborate and objective methodology.

(c) There is necessity of post-induction training and issues relating to management of services should be taken care of

(d) It criticized repeated attempts allowed to the candidates.

(e) It designed a scheme which kept in view the younger candidates with the desired quantities of heart and merit for taking away the civil services from negative influences and converting them into instruments of reform while ensuring continuity, stability and security.

(f) The committee favoured the introduction of psychological tests.

(g) Two optional subjects for written examination be abandoned. Instead a paper on general knowledge be introduced and mathematical aptitude be judged. Paper on language be introduced.

Essay # 10. Another Committee Under P.C. Hota Feb, 3 2004:

The Committee composed of 16 members under the chairmanship of Hota submitted its report to the UPA Government, Cabinet Secretary on July 30, 2004. The committee was estab­lished to make civil services responsive, transparent and accountable and also protect him from undue pressure of politicians and business and vested interests.

It made 68 recommendations some of the most important recommendations are stated:

(i) The Government should go back to age of eligibility from 21 to 24 in place of 21 to 30 years.

(ii) Entrance examination for civil services should be after XII class.

(iii) There should be midterm appraisal of officers and those considered unfit be removed. Incompetence and impeachable integrity will be the consideration for the removal. Periodic re­views is apt to prove better than the present ACRs system.

(v) Modification of official secrets Act is needed.

(vi) Introduction of more women in higher civil services is desired.

It is earnestly hoped that the recommendations of Hota Committee will get every consid­eration at the hand of the present which is again headed by a learned and visionary Prime Minister, the government.

Historical background

Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory.

The first Public Service Commission was set up on October 1 st, 1926. However, its limited advisory functions failed to satisfy the people’s aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act 1935.

Under this Act, for the first time, provision was also made for the formation of Public Service Commission’s at the provincial level.

The Constituent Assembly, after independence, saw the need for giving a secure and autonomous status to Public Service Commission’s both at Federal and Provincial levels for ensuring unbiased recruitment to Civil Services as also for protection of service interests.

With the promulgation of the new Constitution for independent India on 26th January, 1950, the Federal Public Service Commission was accorded a constitutional status as an autonomous entity and given the title – Union Public Service Commission.

Constitutional provisions

The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and ten Members.

The terms and conditions of service of Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969.

The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.

The Union Public Service Commission has been entrusted with the following duties and role under the Constitution:

1. Recruitment to services & posts under the Union through conduct of competitive examinations;

2. Recruitment to services & posts under the Central Government by selection through Interviews;

3. Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation;

4. Advising the Government on all matters relating to methods of recruitment to various services and posts;

5. Disciplinary cases relating to different civil services; and

6. Miscellaneous matters relating to grant of extraordinary pensions, reimbursement of legal expenses etc.

The major role played by the Commission is to select persons to man the various Central Civil Services and Posts and the Services common to the Union and States (viz. All-India Services).

Recruitment to various services and posts

Under Article 320 of the Constitution of India, the Commissions are, inter-alia, required to be consulted on all matters relating to recruitment to civil services and posts. Recruitment is made by one of the following three methods: 1. Direct Recruitment;

2. Promotion; and

3. Transfer

1. Direct Recruitment: Direct Recruitment is conducted broadly under the following methods:

(a) Recruitment by competitive examination.

(b) Recruitment by selection.

(c) Recruitment through interview.

(a) Recruitment by Competitive Examination:

Under the Constitution one of the functions of the Commission is to conduct examinations for appointment to Civil Services/Posts of the Union.

In addition, competitive examinations are also held by the Commission under arrangements with the Ministry of Defence for entry to certain Defence Services, through the National Defence Academy, Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy.

The Commission usually conducts over a dozen examinations every year on an all-India basis. These include examinations for recruitment to services/posts in various fields, such as Civil Services, Engineering, Medical and Forest Service, etc.

At present the Union Public Service Commission conducts its examinations at numerous venues spread over 42 regular centers throughout the country.

(b) Recruitment by Selection:

Recruitment by Selection is made by the following methods:

1. By interview only

2. By recruitment test followed by interview

(c) Recruitment through interview:

Where the number of applicants is very large, it is not practicable to call for Interview all the applicants who fulfill the minimum eligibility conditions prescribed.

The Commission, therefore, shortlists the candidates to be called for the interview on the basis of certain pre-determined criteria related to the job. A large number of recruitment cases are handled by the Commission by the method (1) above.

By Written Test Followed By Interview

In this category, there are two types of procedure followed:

(a) An objective-type written and/or practical test to test the skill of the candidates followed by Interview, the final selection being decided by Interview, aided by the performance of the candidates in the written test and/or practical test.

(b) An objective-type written and/or practical test to screen candidates to be called for interview, the final selection being decided by Interview only.

2. Appointment by Promotion and Transfer on Deputation/Transfer:

In accordance with the procedure decided by the Government, in consultation with the Commission, Chairman or a Member of the Commission presides over the Departmental Promotion Committee Meetings to consider promotions from Group B to Group A and from one grade to another within Group A, where promotion is to be made by Selection.

3. Deputation:

The Recruitment Rules for a number of posts provide for appointment by Transfer on Deputation (including short term contract) and Transfer.

When the field of consideration consists of Central Government as well as State Government officers, prior consultation with the Commission is necessary for selection of an officer.

When the file for consideration is made more broad-based and consists of not only Central/State Government officers but also officers from Non-Government Institutions, the selection has to be made in consultation with the Union Public Service Commission.

All India services

The All India Services Act, 1951 and Rules and Regulations framed there under regulate the recruitment and conditions of service in respect of the All India Services viz. Indian Administrative Service, Indian Police Service and Indian Forest Service.

As far as direct recruitment to the Indian Administrative Service and Indian Police Service Examination are concerned, it is done through the Civil Services Examination and for the Indian Forest Service through the Indian Forest Service Examination held by the Commission.

The relevant Rules and Regulations provide that 33% of the vacancies in the IAS/IPS/IFS should be filled by promotion from amongst the officers of the State Service in consultation with the Commission. The Selection Committee presided over by Chairman/Member of the Commission consists of senior Government representatives of the Central Government and the State.

The civil services

The Indian Constitution is unique in its detailed provisions relating to the civil services, covering matters like recruitment and conditions of service, including termination and demotion as well as the institution of the all-India services and public services commissions.

Parliament is empowered to regulate the recruitment and conditions of service of civil servants, subject, of course to the constitution. Civil servants hold office at the ‘pleasure’ of the president of India, but they cannot be removed or dismissed by an authority subordinate to that by which they were appointed. Moreover, before such an action is taken, they must have been given a ‘reasonable opportunity’ of showing cause against the action proposed.

Recruitment

The civil service of the land consists of a complex network of all-India services, central services, and state services.

The Government of India employs nearly 4 million persons, and overwhelming number of who are in lower level jobs: only 2.6 per cent of them are engaged in positions entailing supervisory and policy-making responsibilities. Corresponding, in descending order, to the differences in the level of responsibility of the work performed and qualifications required, the civil service is classified into Group A, Group B, Group C, and Group D (earlier known as Class I, II, III and IV). Group A constitutes the service of higher civil servants in India and includes the all-India and central services, numbering three and more than thirty, respectively.

The generalist all-India and (non-technical) central services are recruited from the common competitive examination, but once service allocation is completed the officers remain in their respective services for the rest of their career with little inter-service mobility.

The emoluments patterns, career prospects, and other terms of service also differ from service to service and are the most favourable for the Indian Administration Service (IAS). A member of the IAS can reach the rank of joint secretary in his sixteenth year or so of service, whereas a member of the Indian Police Service requires more than twenty years reaching this level. Group B is basically a class of first-line supervisors, and, like Group A, includes a number of services, each separate and distinct with little inter­communication. Group C includes clerical jobs, whereas Group D comprises messengers, peons, cyclostyle machine operators, and others doing lower level jobs.

The layer of supervisory and managerial personnel is thin: broadly, out of every one hundred central employees 1.30 are in Group A, 2.20 in Group B, 54 in Group C and the remaining in Group D.

The all-India service, common to both the central and state government with ultimate control vested in the centre, is a remarkable administrative innovation of Indian federalism. It was originally an arrangement made by the British colonial government in India in the early period of its rule.

It was deliberately retained by independent India and was recognized in its constitution, which mentions the Indian Administrative Service and the Indian Police Service as two all-India services, and lays down a procedure for creating additional all-India services.

Although other federal systems in the world follow the policy of administrative dualism with the centre and the states recruiting their own civil services independently, India constitutionally adopts the practice of central recruitment of the all-India services and places them in charge of district administration and the top ranks of the administration with the state secretariats. Public administration of India is integrated, as said earlier.

Below the government of India comes the state government. One must not belittle the significance of lower level government in India. The central government’s role in development administration or even in traditional administration is primarily that of leadership, standard setting, financial assistance, consultation and advice.

The responsibility for programme implementation rests mainly on the states. Even in the execution of the central government’s programmes the states are involved at different points and even act as the Centre’s agent assisting it in the discharge of its functions.

It thus follows that the states in India hold the key to the nation’s advancement in economic and social fields, and thus to the realization of the welfare state.

In order to maintain or improve the quality of government employees, a system should be established to ensure that recruitment is based on merit.

The core design of a progressive recruitment policy is the reduction, if not the elimination, of favoritisms, nepotism and incompetence in the selection process. A development oriented recruitment policy should include (a) provision for conducting a positive search for qualified candidates with ample publicity of the vacant posts and their requirements, (b) flexibility for lateral entry and controlled mobility within the system and (c) provisions for a systematic personnel policy and career development programmes which offer incentives for a satisfying and productive career. |

It must be remembered that the political arm and the administrative arm are interrelated parts of the governments. It would be a serious mistake to treat political development and administrative development as two opposing activities or to assume that the progress of the one necessarily means the weakening of the other. On the contrary there can be no political development without administrative development, and administrative development can succeed only when political leadership is strong that it can afford to have a merit system instead of a spoils system.

It would also be an error to imagine that any political authority can be strengthened by a spoils system. It is true that if the political arm of a governments is too weak, government employee, especially the military, may take over political power.

There is also the fear that the experts or technocrats in the Government, being those who possess knowledge, may turn the Government into a technocracy. In either case, the way to solve the problem is to strengthen the political arm and not to recruit less qualified persons into public service. Filling government posts with incompetent persons will not save a weak government, but will increase possibility that an incompetent group will take over the Government.

A civil service system can be defined as the administrative part of a government or the employees of a government excluding military personnel. They are merit based jobs and prospective employees are required to take exams to be considered for employment. The UPSC is a central agency that has great responsibility for conducting examinations pertaining to Civil Services, Engineering Services, Defence Services, and Medical Services. It also conducts Economic Service, Statistical Service, and Police Forces examination.

The Union Public Service Commission of India was formed by the British Government during the British rule. In 1924, Lee Commission had suggested in its report for the establishment of an independent and impartial Public Service Commission for India and on the basis of such recommendation, the Union Public Service Commission was established in 1926.

Consequently by the government of India Act 1935, Public Service Commission was established separately for both the central and the state government services. After independence, arrangements were made to establish an independent and neutral Union Public Service Commission for the said purpose following the pattern adopted in the Government of India Act 1935.

The President can exclude posts, services and matters from the purview of the UPSC. The President can also, in respect to the all-India services and Central services and posts may make regulations specifying the matters in which it shall not be necessary for UPSC to be consulted. All such regulations shall be laid before the Parliament which can amend or repeal them.

Mechanisation – Project Sampera

The Commission has recently undertaken a project called “SAMPERA” (Screening and Mechanised Processing of Examination and Recruitment Applications) . A simplified single sheet common application form for all the examinations has been devised which will be scanned by using OMR/ICR technology.

The implementation of this project will mainly help in high speed scanning of data from forms eliminating manual entry. Other benefits will be accurate and faster generation of Admit Cards, Attendance lists with photo replica and signature facsimile of each candidate, and Error-free list of doubtful cases.

The main aim of this project is to cope with the increasing volume of applications through innovations and mechanised handling so as to reduce the processing time and send communications faster to minimized errors. The cases of impersonation/malpractices will also be eliminated and wasteful expenditure will be reduced.

Suggestions for rejuvenating UPSC

However a new world based on openness, accountability and delivery has emerged. UPSC needs to be in sync with these changes.

Powers of Union Public Service Commission (U.P.S.C)

Main power of Union Public Service Commission is its advisory power . It can give advises to the President and the governors of any State of the following affairs:

The Constitution of India has made the Public Service Commission a simple advisory institution which is required to give advises to the subject sent to it by the President of India or by the Governors of the States. But to accept or refuse advises is the absolute discretion of the respective governments.

This is because India has adopted a responsible self-governing government where in the council of ministers cannot delegate its responsibilities to their employees to any other organization. Though at the same time, it should not neglect advises made by a commission consisting of experienced and expert persons.

In brief, The UPSC is the central recruitment agency in India. It is a sovereign constitutional body being directly created by the Constitution of India.

The Union Public Service Commission of India is a constitutional body. The Constitution of India provides for the establishment of UPSC under Part XIV , from Articles 315 to 323. The working of commission is regarding appointment, recruitment, removal, and others.

Composition of UPSC

The Constitution does not specifically provide or mention the strength of the Union Public Service Commission. But generally, it consists of nine to eleven members.

Composition of UPSC members are:-

1. A chairman who is appointed by the President of India . He holds office for a tenure of six years until he attains the age of 65 years, whichever is earlier would be considered.

2. The President of India also appoints other members of the commission. But half of the members of the commission must be those who have been a central government or state government servant or employee for at least ten years.

3. There is no specific qualification prescribed in the Constitution of India for constituting the Union Public Service Commission.

4. If the present chairman of the commission is unable to perform his functions or the office of the chairman is vacant, then the President may appoint any member of the commission as acting chairman of the commission.

The President has powers to remove any member or chairman of the commission on the following grounds:-

1. If the member of the commission has become insolvent or bankrupt.

2. If any member of the commission is engaged in paid employment other than his office.

3. If the President feels that the member is unfit to continue his office due to the reason of infirmity of mind or body.

4. The President may also remove any member of the commission, including the chairman, on the grounds of misbehaviour.

Note : But in case of misbehaviour the President has to consult the matter with the Supreme Court for its advice and opinion. Any advice rendered by the Supreme Court shall be binding on the President. And the President is bound to consider the advice.

5. The chairman of the commission enjoys special privileges that he can be removed only by the President in the manner prescribed in the Constitution and not otherwise.

The members of the Union Public Service Commission enjoy security of tenure. They can not be removed from the office on any other ground than specified in the Constitution. The salaries and allowances of the members are charged on the consolidated fund of India.

The chairman of commission after removal or retirement is not eligible for any other government job. Whereas other members of the commission are also not eligible to hold any central or state government office but can become chairman of the Union Public Service Commission or State Public Service Commission.

The Union Public Service Commission performs various functions like:-

1. The commission conducts examinations for all India services, central services, and public services like IAS, IPS, IES, IRS, IFS, and many others.

2. The commission also assists states for joint appointments of any services.

3. It is the commission’s duty to make rules and regulations to be followed in the process of appointments, removals, promotions, and so on.

4. The commission looks after all the disciplinary matters of central government servants

5. The commission has to give an annual report to the President of India on their working.

The role and functioning of the Union Public Service Commission are like that of a watch-dog of the merit system in India. It recruits and appoints all groups A, B, C, and D of all India services. It is also known as the central recruiting agency because its appointment is related to central governance.

In the present time, with the rising competition in India, the working of the Union Public Service Commission has become quite challenging. It is an arduous task to filter merit for the smooth governance of the country, but the commission regularly picks a right hand for it.

Street-level bureaucracy refer to activities carried out by public service entities whose constituents are street-level bureaucrats, such persons have distinct characteristics such as assuming front line position in carrying out activities.

This term also incorporates public servants who experience challenges in the real world, especially in the delivery of service. This is attributed to the existence of limited resources necessary for countering such challenges. Incremental decision making differs from rational comprehensive approach to decision making in that it is a progressive form of decision making that develops slowly from the initial steps with the aim of building consensus and incorporating all possible and suitable options critical to achieving end results.

It takes a considerably long period of time and involves people with the sole objective of producing results through concerted efforts. In short rational comprehensive model involves acquisition of information, a factor that brings clarity in thoughts actions, goals and selection criteria.

This process creates several options critical for decision making to take root. These issues are absent in incremental model which is seen as muddling through thus absence of vision.

Charity is an activity that aims at relieving the suffering that is experienced by people with the sole purpose of making such persons comfortable on a temporary basis. Resources given out as a result of charity can be best illustrated when a well off person or company dips into his pocket and provides money to mitigate an impending distortion of how life ought to be.

In the following sections, I'll go over each step of how to plan and write your essay. I'll also include sample excerpts for you to look through so you can get a better idea of what readers are looking for when they review your essay.

Step 1: Know the Essay Requirements

Before your start writing a single word, you should be familiar with the essay prompt. Each college or scholarship will have different requirements for their essay, so make sure you read these carefully and understand them.

Specific things to pay attention to include:

From the Equitable Excellence Scholarship:

"Describe your outstanding achievement in depth and provide the specific planning, training, goals, and steps taken to make the accomplishment successful. Include details about your role and highlight leadership you provided. Your essay must be a minimum of 350 words but not more than 600 words."

From the Laura W. Bush Traveling Scholarship:

"Essay (up to 500 words, double spaced) explaining your interest in being considered for the award and how your proposed project reflects or is related to both UNESCO's mandate and U.S. interests in promoting peace by sharing advances in education, science, culture, and communications."

From the LULAC National Scholarship Fund:

"Please type or print an essay of 300 words (maximum) on how your academic studies will contribute to your personal & professional goals. In addition, please discuss any community service or extracurricular activities you have been involved in that relate to your goals."

Step 2: Brainstorm Ideas

Even after you understand what the essay should be about, it can still be difficult to begin writing. Answer the following questions to help brainstorm essay ideas. You may be able to incorporate your answers into your essay.

You don't need to answer all the questions, but if you find you have a lot of ideas for one of two of them, those may be things you want to include in your essay.

Writing Your Essay

How you structure your essay will depend on the requirements of the scholarship or school you are applying to. You may give an overview of all the work you did as a volunteer, or highlight a particularly memorable experience. You may focus on your personal growth or how your community benefited.

Regardless of the specific structure requested, follow the guidelines below to make sure your community service essay is memorable and clearly shows the impact of your work.

Samples of mediocre and excellent essays are included below to give you a better idea of how you should draft your own essay.

Step 1: Hook Your Reader In

You want the person reading your essay to be interested, so your first sentence should hook them in and entice them to read more. A good way to do this is to start in the middle of the action. Your first sentence could describe you helping build a house, releasing a rescued animal back to the wild, watching a student you tutored read a book on their own, or something else that quickly gets the reader interested. This will help set your essay apart and make it more memorable.

Compare these two opening sentences:

"I have volunteered at the Wishbone Pet Shelter for three years."

"The moment I saw the starving, mud-splattered puppy brought into the shelter with its tail between its legs, I knew I'd do whatever I could to save it."

The first sentence is a very general, bland statement. The majority of community service essays probably begin a lot like it, but it gives the reader little information and does nothing to draw them in. On the other hand, the second sentence begins immediately with action and helps persuade the reader to keep reading so they can learn what happened to the dog.

Step 2: Discuss the Work You Did

Once you've hooked your reader in with your first sentence, tell them about your community service experiences. State where you work, when you began working, how much time you've spent there, and what your main duties include. This will help the reader quickly put the rest of the essay in context and understand the basics of your community service work.

Not including basic details about your community service could leave your reader confused.

Step 3: Include Specific Details

It's the details of your community service that make your experience unique and memorable, so go into the specifics of what you did.

For example, don't just say you volunteered at a nursing home; talk about reading Mrs. Johnson her favorite book, watching Mr. Scott win at bingo, and seeing the residents play games with their grandchildren at the family day you organized. Try to include specific activities, moments, and people in your essay. Having details like these let the readers really understand what work you did and how it differs from other volunteer experiences.

Compare these two passages:

"For my volunteer work, I tutored children at a local elementary school. I helped them improve their math skills and become more confident students."

"As a volunteer at York Elementary School, I worked one-on-one with second and third graders who struggled with their math skills, particularly addition, subtraction, and fractions. As part of my work, I would create practice problems and quizzes and try to connect math to the students' interests. One of my favorite memories was when Sara, a student I had been working with for several weeks, told me that she enjoyed the math problems I had created about a girl buying and selling horses so much that she asked to help me create math problems for other students."

The first passage only gives basic information about the work done by the volunteer; there is very little detail included, and no evidence is given to support her claims. How did she help students improve their math skills? How did she know they were becoming more confident?

The second passage is much more detailed. It recounts a specific story and explains more fully what kind of work the volunteer did, as well as a specific instance of a student becoming more confident with her math skills. Providing more detail in your essay helps support your claims as well as make your essay more memorable and unique.

Step 4: Show Your Personality

It would be very hard to get a scholarship or place at a school if none of your readers felt like they knew much about you after finishing your essay, so make sure that your essay shows your personality. The way to do this is to state your personal strengths, then provide examples to support your claims. Take some time to think about which parts of your personality you would like your essay to highlight, then write about specific examples to show this.

Step 5: State What You Accomplished

After you have described your community service and given specific examples of your work, you want to begin to wrap your essay up by stating your accomplishments. What was the impact of your community service? Did you build a house for a family to move into? Help students improve their reading skills? Clean up a local park? Make sure the impact of your work is clear; don't be worried about bragging here.

If you can include specific numbers, that will also strengthen your essay. Saying "I delivered meals to 24 home-bound senior citizens" is a stronger example than just saying "I delivered meals to lots of senior citizens."

Also be sure to explain why your work matters. Why is what you did important? Did it provide more parks for kids to play in? Help students get better grades? Give people medical care who would otherwise not have gotten it? This is an important part of your essay, so make sure to go into enough detail that your readers will know exactly what you accomplished and how it helped your community.

"My biggest accomplishment during my community service was helping to organize a family event at the retirement home. The children and grandchildren of many residents attended, and they all enjoyed playing games and watching movies together."

"The community service accomplishment that I'm most proud of is the work I did to help organize the First Annual Family Fun Day at the retirement home. My job was to design and organize fun activities that senior citizens and their younger relatives could enjoy. The event lasted eight hours and included ten different games, two performances, and a movie screening with popcorn. Almost 200 residents and family members attended throughout the day. This event was important because it provided an opportunity for senior citizens to connect with their family members in a way they aren't often able to. It also made the retirement home seem more fun and enjoyable to children, and we have seen an increase in the number of kids coming to visit their grandparents since the event."

The second passage is stronger for a variety of reasons. First, it goes into much more detail about the work the volunteer did. The first passage only states that she helped "organize a family event." That really doesn't tell readers much about her work or what her responsibilities were. The second passage is much clearer; her job was to "design and organize fun activities."

The second passage also explains the event in more depth. A family day can be many things; remember that your readers are likely not familiar with what you're talking about, so details help them get a clearer picture.

Lastly, the second passage makes the importance of the event clear: it helped residents connect with younger family members, and it helped retirement homes seem less intimidating to children, so now some residents see their grand kids more often.

Step 6: Discuss What You Learned

One of the final things to include in your essay should be the impact that your community service had on you. You can discuss skills you learned, such as carpentry, public speaking, animal care, or another skill.

You can also talk about how you changed personally. Are you more patient now? More understanding of others? Do you have a better idea of the type of career you want? Go into depth about this, but be honest. Don't say your community service changed your life if it didn't because trite statements won't impress readers.

In order to support your statements, provide more examples. If you say you're more patient now, how do you know this? Do you get less frustrated while playing with your younger siblings? Are you more willing to help group partners who are struggling with their part of the work? You've probably noticed by now that including specific examples and details is one of the best ways to create a strong and believable essay .

"As a result of my community service, I learned a lot about building houses and became a more mature person."

"As a result of my community service, I gained hands-on experience in construction. I learned how to read blueprints, use a hammer and nails, and begin constructing the foundation of a two-bedroom house. Working on the house could be challenging at times, but it taught me to appreciate the value of hard work and be more willing to pitch in when I see someone needs help. My dad has just started building a shed in our backyard, and I offered to help him with it because I know from my community service how much work it is. I also appreciate my own house more, and I know how lucky I am to have a roof over my head."

The second passage is more impressive and memorable because it describes the skills the writer learned in more detail and recounts a specific story that supports her claim that her community service changed her and made her more helpful.

Step 7: Finish Strong

Just as you started your essay in a way that would grab readers' attention, you want to finish your essay on a strong note as well. A good way to end your essay is to state again the impact your work had on you, your community, or both. Reiterate how you changed as a result of your community service, why you found the work important, or how it helped others.

Compare these two concluding statements:

"In conclusion, I learned a lot from my community service at my local museum, and I hope to keep volunteering and learning more about history."

"To conclude, volunteering at my city's American History Museum has been a great experience. By leading tours and participating in special events, I became better at public speaking and am now more comfortable starting conversations with people. In return, I was able to get more community members interested in history and our local museum. My interest in history has deepened, and I look forward to studying the subject in college and hopefully continuing my volunteer work at my university's own museum."

The second passage takes each point made in the first passage and expands upon it. In a few sentences, the second passage is able to clearly convey what work the volunteer did, how she changed, and how her volunteer work benefited her community.

The author of the second passage also ends her essay discussing her future and how she'd like to continue her community service, which is a good way to wrap things up because it shows your readers that you are committed to community service for the long-term.

Introduction

A public service can be defined as a service provided by a government to persons living within its jurisdiction either through public sector or by funding private provision of services. Public service can be classified either as institutional or administrative. These services must be available to all regardless of their income, race, religion and political standoff. All citizens of a country are considered to be eligible users of the services. Public service is composed of four essential elements; employee, public services and an officer (Light, 2009). All this are necessary for the public service to be effective. Public service is of great importance in virtually all sectors or aspects of life. Safety and security are very necessary for the peaceful existence of any society. If safety was left to the economic sectors, it would have been out of reach for many low income earners. Additionally, unscrupulous business people would have used that chance to extort the public. Due to the sensitivity of the matter, it therefore calls for an independent body that is not driven by profit motives to provide the service (Holmes & Australia, 2011). Also, without safety, little progress can occur in the society where individuals attach prodigious value to their lives. Hence are not ready to risk or lose it. Currently, the effective functioning of any government depends on the harmonized interaction of administrative and political constituents of the system of government, the society and the state since predominantly efficiency of public organization supports the citizens. Without public service, there will be little organization in the society and this will, to a large extent, hamper development of the state. Furthermore, housing is a basic need that all citizens must have access clearly stipulated by the fundamental doctrine of human right. Due to the economic disparities not all citizens may afford houses hence governments must provide this service to avert a scenario where people live a deteriorating life (Kishel, 2007). Good infrastructure such as roads is mandatory for the economic development of any country. Public service is of great importance as far as transportation is concerned. It ensures that all parts of the country are developed and have access to major places or services (Kishel, 2007). This fosters a sense of equity and togetherness. Additionally, transportation services are quite costly such that if the government does not provide it, many low income earners will be disadvantaged while the rich may capably take advantage of the situation to benefit themselves. The success and effectiveness of any government depends on the quality of services that the citizens have access to. Public service is significant as it ensures that the quality of some essential services is upheld (Light, 2009). If these services were left at the provision and discretion of business people, they would have compromised the quality as they strive to maximize returns. Governments must essentially budget for all services that it is obligated to deliver to its subjects. Consequently, this enhances planning and economic and social development since it equips the government with important facts concerning the demographics. Evidently, the sophisticated society cannot work effectively without an effective government that fully supports its citizens through provision of public services. Governments must obligate to provide equal opportunity for all citizens to flourish and reach their potential. They must bravely and unabashedly defend the public and competency of the individuals called to public service.
